SUBJECT: VISION MISSION CHURCH (SP) - Site Plan
Staff reviewed the above-mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information for further staff review:
One (1) complete set of construction documents for the proposed
development with the revised site and landscaping plans attached
Easement Dedication Sheet and required documents.
Please note that the Easement Dedication Sheet and the necessary documents are
required prior to the issuance of a building permit. If there are comments that you are
not addressing with the revised site plan, please attach a letter explaining the details. If

PLANNING
1. Setbacks for C-1 are as follows: 25' front, 7.5' side, 15' side street, and 15' rear.
Please label these on the site plan.
2. Please designate fire lane.
3. Please show monolithic curbing along the entire drive and driveway. Please
show separate detail for the curbing permitted in TxDOT right-of-way.
4. Please provide detail of the "transition" from the concrete drive to the gravel
drive. A concrete taper (similar to a small driveway) will be acceptable. Please
change plans accordingly.
5. Please provide curb and gutter and pavement details.
6. Please show wheel stops or curb in front of handicapped parking spaces that
currently have no curb or wheel stop.
7. Please provide a water and sanitary sewer legend on the site plan that includes
water demands and sewer loadings.
8. FYI: there is an Impact Fee associated with this development.
9. Provide a general note that all roof and ground-mounted mechanical equipment
shall be screened from view or isolated so as not to be visible from any public
right-of-way or residential district within 150' of the subject lot, measured from a
point five feet above grade. Such screening shall be coordinated with the
building architecture and scale to maintain a unified appearance.

LANDSCAPING/STREETSCAPING/BUFFER
1. Please add to your irrigation note that the irrigation plan must be approved by our
department and installed per the approved plans prior to C.O.
2. You have not included the required streetscape points in your calculation. You are
required an additional 300 landscape points for every 50 feet of frontage.
3. Please add to the legend that the 1.25 minimum caliper for non-canopy trees is for
one single trunk.
4. What type of ever green shrub are you proposing?
5. You will need to provide a barricade detail / plan for any trees to be saved.
6. What size wax myrtle are you proposing in the buffer area? Will this provide the
opacity that is needed to meet the buffer wall requirement? Please provide more
information.
7. Provide a general note that 100% coverage of groundcover, decorative paving,
decorative rock, or a perennial grass is required in parking lot islands, swales and
drainage areas, the parking lot setback, rights-of-way, and adjacent property
disturbed during construction.

ENGINEERING
1. This Site Plan can not be approved with sanitary sewer service shown to go to
"Proposed Line". Line is not due to start construction for an unknown length of time.
Site Plans expire after 1-yr. As it appears at this time, it is unlikely that this line will
be completed in that length of time. Show another sewer option of wait for city
infrastructure to be completed.
2. This project is being reviewed under the B/CS Unified Design Guidelines. All public
lines are required to be designed accordingly.
3. Provide plan and profile of public waterline.
4. Fire flow calculations are a requirement. See UDG.
5. All water meters will be sized by City staff from estimated flows provided on site
plan.
6. A TxDOT driveway permit renewal is required for this project.
7. Has a Drainage report been approved for this site?

ELECTRICAL
1. Developer installs conduit as per city specs and design.
2. Developer provides 30' of rigid conduit for riser pole(s). Developer installs first
10'. City installs remainder.
3. Developer pours transformer pad per city specs and design.
4. Developer installs pull boxes as per city specs and design. (pull boxes provided
by the city,)
5. Developer provides digital AutoCAD 2000 version of plat and/or site plan. Email
to rbolin _cstx.gov
6. Developer provides load data for project.
7. Developer provides temporary blanket easement for construction purposes.
8. Developer provides easements for electric infrastructure as installed for electric
lines.

Staff reviewed the above-mentioned site plan as requested. The following page
is a list of staff review comments detailing items that need to be addressed. The
next submittal will be the third and final review by staff for this round of reviews.
If all items have not been addressed on the next submittal, another $200
processing fee will need to be submitted for the subsequent set of three (3)
reviews. Please address the comments and submit the following information for
further staff review:
Six (6) complete sets of construction documents for the proposed
development with the revised site and landscaping plans attached
(please submit additional copies to be stamped for your records).
Two (2) revised site plans; and
One (1) landscaping plan.
If there are comments that you are not addressing with the revised site plan,
please attach a letter explaining the details. If you have any questions or need

PLANNING
1. The side setback is 7.5 feet. Please reflect this on the plan.
2. Do you have anymore information on the wax myrtles for the buffer? The minimum
height is 6 feet and the buffer must be 100% opaque prior to C.O. I don't know if the
few wax myrtles that you have added to the plan will "fill in" the visual "gaps" left by
the existing vegetation. You may provide a note on the plan that the buffer must be
100% opaque prior to C.O. Please understand that this may take the installation of
many plants in this area.

ENGINEERING
Some of the following comments are related to the Development Permit but are
included here for convenience.
1. Please note, this project is stating that it is intending to install an OSSF. According
to City ordinance, connection to the City sewer system is required when a sewer is
within a certain distance from the property or building. I have included the ordinance
for you to review. If you choose to install an OSSF, you may be required to connect
to the sewer system at the time it is available. The City is currently in the process of
constructing a sewer main through this property.
2. Sheet C-5. The water line appears to bend between Sta 50 and Sta 100. Please
denote radius of bend and ensure compliance with regs.
3. A fire hydrant line is an extension of the public water system. If the extension is
over 1 joint of pipe, you must provide a plan and profile of the extension. You may
wish to consider locating the hydrant in the green space adjacent to the handicap
parking space at the northeast corner of the building.
4. Please denote whether the service connection will be a tee and valve installed by
contractor or a tapping sleeve and valve.
5. Minimum public line is now 3-in. Does the fire line to the building need to be 6-in or
can it be reduced to the new minimum line size?
6. Concerning the Fire Flow Report, only 50% reduction allowed by Fire Marshall for
sprinklering building. Please revise report and resubmit. Include calculations for
flow at 20 psi.
