The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review: One (1) complete set of revised construction documents including the site and landscaping plan; and Easement Dedication Sheet and required documents. Please note that the Easement Dedication Sheet and the necessary documents are required prior to the issuance of a building permit. Because all of the information was submitted on a single sheet, it makes it difficult to distinguish between what is existing and proposed. Either make the differences more easily read, or put the information on separate sheets. 2. As discussed in the Pre Application Conference, the required parking for the entire service area is 1 space per 100 s.f. of area. Service bays may count toward one parking space each. Please show these spaces on the site plan. 3. Each dumpster must be screened with a minimum 6' wooden fence. All dumpsters that face the right -of -way will require gates for screening. 4. Please call out required building setbacks on the site plan. 5. Please dimension all driveway and drive aisle widths. 6. What is happening where the existing curb is to be removed? Does the curb around the parking that is remaining not connecting to anything? Where is the change? Be aware that all concrete areas are required to be curbed with a minimum 6" curb. 7. The concrete curb detail provided is not acceptable. All curbs must be monolithic. Please contact our office for approved details. 8. The minimum pavement standards require #4 bars at 18" o.c. Please adjust pavement detail. Please ensure that any existing pavement/curb that will remain meets standards. 9. Please show a curb stop at the parking space that heads into the ramp. 10. The note provided states that all parking spaces are 9'x20', but most of the spaces only measure 17 or 18 feet in length. All spots MUST be a minimum of 18' long with a two foot clear overhang. 11. Please show the 15' drive aisle as one way on the site plan. 12. Provide a general note that all roof and ground- mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right - of -way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scaled to maintain a unified appearance. 13. Please screen transformers and all utility connection points on the buildings. This can usually be accomplished with plantings. (show on plan) 14. Please show location of the fire hydrant on the site plan. (I could not find the fire hydrant on the plan. If it is already on there, please show the symbol in the legend as well.) Live Oaks may not be planted closer than 30' to any street curb. Any Live Oaks not meeting this requirement can be replaced with another approved Streetscape tree species. 16.1 count 140 shrubs, your legend shows only 120. Please reconcile this. 17. Please add "single trunk" after "1.25" caliper and larger" for non - canopy trees. All measurements are taken 12" above grade and are taken on a single trunk. Reviewed by: Jennifer Prochazka Date: October 20, 2003 ENGINEERING 1. The concrete curbing detail proposed does not meet minimum standards. A monolithic curb is required. 2. Concrete pavement shall be a minimum of 5" thick with the exception that all fire lanes and sanitation access ways shall be 6" minimum thickness. 3. Pavement reinforcement shall be a minimum of #4 bars on 18" centers, centered in pavement thickness. 4. Provide water demand in GPM. With the demand you are currently proposing, we will only allow a 3 /4" meter. 5. Show location of existing water and irrigation meters. 6. Provide additional flow lines for storm pipe at grate inlets. 7. It appears that the 48" HDPE will never drain, so the storage provided by this pipe will not be counted. 8. The flow line of the outfall ditch may conflict with existing utilities. With this proposed flow line you will have to continue the grading for the full length (off -site) of the drainage easement and provide construction documents for this grading. 9. See City of College Station Standard Detail for drop manhole construction. Internal drops are not allowed. 10. Contractor does not tap 8" water line. The contractor connects service line to tap installed by the City. 11. This property is in Sewer Impact Fee Service Area 92 -01. Impact fees are required at time of building permit. 12. Add erosion control to outlet of detention basin (inside detention basin). 13. Provide additional top of pavement and top of curb elevations. 14. Provide slope on detention basin walls. 15. Drainage Report — Please refer to the City of College Station's Drainage Policy and Design Standards for determining your post development runoff coefficient. The dimensions of the dumpster enclosure must measure a minimum of 12x12. Neither dumpster enclosure is currently meeting this requirement. 2. Chain link will not appropriately screen the dumpsters from the right -of -way. 3. All end islands must be a minimum of 180 s.f. 4. It looks as if you are showing a curb all the way around the island adjacent to the parking in front of the bays closest to the florist. Wouldn't it only need a curb on the side next to the parking? Wouldn't it already be at the same level as the grass / groundcover in front of the florist shop? It looks as if it is a curbed area within a larger curbed area. Please clarify. 5. Is the dimension of the first drive really 22.36'? The dimension line does not reach both curbs and when I scale it I get 24'. Please check and confirm. 6. Please dimension ALL drive aisles and driveways. (repeat comment) 7. The minimum drive aisle for head in parking is 23'. You are showing approximately 20' in the parking area in from of the florist. Because of the substantial development on the site, the WHOLE site must meet current standards. 8. The first parking space in front of the florist shop looks like half of the space has a handicap ramp on it. Does this meet ADA? Will this space be usable? 9. If the front area is detention, what happens to the existing landscaping? All detention areas should be screened from the right -of -way. 10. It looks like the door to the office for Kwik Kar open into a parking space. Could it open into the island with a sidewalk through the island? 11. You have included "Warehouse" parking; however, you do not have any warehousing on site. Storage that is incidental to the business is not warehousing. If this space is adjacent to the office and you count this space as part of your office you will be required the same amount of parking (41 spaces). Please redo these calculations. 12. We have reviewed your comments and address them as follows: PLANNING 1. The dumpster enclosures have been modified to measure 12'x12'. See attached plans. 2. The front gates on the dumpsters have been changed from chain link to wood to ensure proper screening from the right -of -way. See attached plans. 3. All end islands not measuring 180 s.f. have been enlarged to meet this requirement. See attached plans. 4. The curb adjacent to the grass area in front of the florist has been removed making the island and the grass area adjoined. See attached plans. 5. The dimension of the first drive aisle is actually 24'. This dimension has been noted on the Dimensional Layout and Landscaping Plan. 6. All drive aisles and driveways have been dimensioned on the Dimensional Layout and Landscaping Plan. 7. The drive aisle in front of the florist has been increased to 23'. The existing sidewalk and landscaped area in front of the florist is to be removed and replaced with a new sidewalk and landscaping. In this case, the parking spaces directly in front of the florist will be moved forward 3 feet to make the drive aisle 23'. The existing handicap ramp is to be removed from this parking space. The proposed ADA allowable handicap ramp will be constructed directly in front of the door to the florist. All proposed parking spaces adjacent to the ramp will be usable. See attached plans. 9. The previously proposed ditch in the front area has been removed from our storm sewer plan. The required landscaping has been added in this frontage area on the Dimensional Layout and Landscaping Plan. 10. The area in front of the door to the office of the Kwik building is not a proposed parking space. The orientation door and the adjacent end island will remain as proposed. 11. The area counted as warehousing has been added into the total office space area. This yields the same amount of required parking spaces (as mentioned). See the Dimensional Layout and Landscaping Plan for the revised calculations. 12. The existing A/C unit on the west side of the florist building will be screened by bushes as shown on the Dimensional Layout and Landscaping Plan. The A/C unit for the Kwik building is roof mounted and will be screened by the parapet wall. All utility connection points are below ground. 13. The "Typical Concrete Paving Section" detail has been modified to match the approved "Concrete Curb" detail on the Miscellaneous Details sheet. 14. The total number of parking spaces provided is 41, as required. Each parking space is numbered on the Dimensional Layout and Landscaping Plan. 15.
