Staff ReportSTAFF REPORT Case No.: 95-243 Applicant: Begonia Corporation, Owner Steve Arden, Agent McClure Engineering, Surveyor ITEM: Consideration of a Final Plat of Edelweiss Estates Phase 10-A located southwest of the Elm Crest Subdivision along the extension of Mint Avenue consisting of 16 single family lots and totaling 5.225 acres. ITEM SUIVIlVIARY AND STAFF RECOMMENDATION: This property is being platted in order to subdivide 5.225 acres into 16 single family lots. The approval of this final plat also includes a revised Master Development Plan for Edelweiss Estates. This revised master plan incorporates the Rock Prairie Estates into Edelweiss Estates so that they function as one name, Edelweiss Estates. The applicant has had numerous discussion with the staff regarding the extension of Rock Prairie Road. It is their desire to build Rock Prairie through to Wellborn this next year but does not wish to "tie" this plat to the construction of Rock Prairie Road. The Development Agreement executed on January 18, 1993 between the City of College Station and Begonia Corporation states "BEGONIA agrees and understands that CITY will not approve a final plat for any phase. of Rock Prairie Estates until BEGONIA completes the extension of Rock Prairie Road from the eastern boundary of the Begonia property to Wellborn Road. " Although the. applicant is requesting approval of a final plat of a phase of Rock Prairie Estates, staff believes that these 161ots, which will take access from Mint Avenue, should not mandate the. extension of Rock Prairie Road. Instead, staff recommends that this requirement be waived for Phase 10-A and be imposed on any future phase north of Rock Prairie Road. Staff is encouraging the Rock Prairie extension and has been working with the developer toward a mutually agreeable monetary participation agreement. Staff will be taking that participation agreement to Council with this plat and requesting that concurrently with this plat, Council enter into a development agreement with Begonia to set participation levels and timing of construction of Rock Prairie. Staff recommends approval of the final plat and the master development plan with the conditions identified by the Presubmission Conference and the remaval of the requirement for Phase 10-A to extend Rock Prairie Road to Wellborn Road. Staff would further recommend that the City enter into a development agreement at this time with this applicant establishing participation levels and construction timing of the Rock Prairie extension. Quality Service -Citizens benefit from a reasonable tax revenue for the value and quality of service delivered. Cultural Arts -Citizens benefit from participation in the. arts. Employment/Prosperity -Citizens benefit from an environment that is conducive to providing diverse employment opportunities. Civic Pride -Citizens benefit from well planned, attractive residential and commercial areas. COMPREHENSIVE PLAN -The following are Goals and Objectives from the City's adopted Comprehensive Plan. Applicable ones are in bold. Encourage retirees: N/A Encourage tourism: N/A PARKS AND RECREATION Link parks by pathways and natural features: N/A Combine parks with schools: N/A HOUSING Maintain integrity of existing supply: N/A Encourage diversified housing: N/A COMMUNITY APPEARANCE Promote good site design: The plat is in conformance with the revised master development plan. Prevent and eliminate unsightly conditions: The development will be required to comply with all site standards. HISTORICAL OVERVIEW - N/A ENGINEERING COMMENTS AND IMPACT STUDIES - Water -Water will be extended with this plat. Sewer -Sewer will be extended with this plat. This phase of development is not included in the Impact Fee area. Streets -Mint Avenue will be extended and Innsbruck Circle will be constructed to provide access to this development. Traffic -All streets are adequate to serve the traffic from this development. Drainage - Drainage will be handled by way of a detention facility located at the northwest corner of Phase 10-A. This is the Elmcrest detention facility that was master planned to be expanded to accomodate Rock Prairie Estates. Flood Plain -This property is not located within the 100 year flood plain. Sidewalks -Sidewalks will be required on the north side of Mint Avenue and on one side of Innsbruck Circle. Park Land Dedication -Park land has been dedicated for the current land use densities for the entire Edelweiss Estates Subdivision just north of the intersection of Graham Road and Victoria Avenue. If in the future, the existing density changes, additional park land may be required to meet park land requirements. SUBDIVISION ORDINANCE COMPLIANCE The plat is in compliance with the Subdivision Regulations and is in compliance with the revised master plan. Oversize Request -Not applicable for Phase 10-A but will be requested concurrently with this plat for the Rock Prairie Road extension. Proposed Public Improvements -Water, sewer and electrical will be installed per approved construction plans. Easement Dedications - As shown on the plat. ZONING ORDINANCE COMPLIANCE The proposed_subdivision is complies with the Zoning Ordinance. NOTIFICATION: None required.
